tilde symbol not working on a brand new keyboard. No one answers my return request?

Hi I got my vp3 61 keyboard on May 16 and tried to use it in my work. Everything works fine but the left shift + esc is not working. it is spposed to print tilde sign but it works like I only pressed the esc. And later, I also found it behaves like the shift is pressed by itself sometimes, for example, in chrome, when I click a link, it opens a new window instead or tab. I would like to return the keyboard since it is a brand new one but no one answered by email. What can I do now?
